The only possible result is 9. This is easy to prove.
If you write a function of x where x is the number you choose between 1 and 9 and simplify it, it will look like this:

multiply by 3
3x
add 3
3x + 3
multiply by 3 again
3(3x + 3)
simplify
f(x) = 9(x + 1)
Obviously (x + 1) is a random number beetween 2 and 10 and we know that if we multiply a number on that space by 9 the first number will be an rising row and the second one a descending row.

So if we call the first number a, the second number b and x +1 will be k then it will look like this:
a = k-1 = x+1-1 = x
b = 10-k = 10-(x+1) = 9-x
then the final step is
y = a+b = x+9-x = x
y = 9
